As we said, to explore the whole city, point with the mouse at those arrows and you will move left and right. When you spot some piece, simply point at it using the mouse, and click with the left mouse button to select it. After that it is time to construct the hydrant. One click on over the piece, and while you still keep the finger on the left click, move the piece to its place. Do the same with all the pieces and the hydrant will be done.
